The Seed Money Facility grants EU funding for the development of projects that contribute to the implementation of the actions and objectives of the EU Strategy for the Baltic Sea Region.
Due to the large demand of seed money in the last months the European Commission provided further financial resources in the amount of nearly one million Euros for the facility again. According to this the 4rd call for project applications was launched in July 2015.
All Priority Areas and Horizontal Actions listed in the Action Plan of the EUSBSR which is structured around the three main objectives saving the sea, connecting the region and increasing prosperity can be addressed by a seed money project. The applications can be submitted by national, regional or local authorities, bodies governed by public law, as well as by other institutions that have been established for the specific purpose of meeting needs in the general interest of the Baltic Sea States. As the objective is to create viable broad partnerships, there have to be at least three partners with own financial contribution involved representing three different Baltic Sea Region countries.
With the additional resources 15 to 20 further projects related to the EUSBSR can be supported. Thereby the project budget can reach from 30,000 to 50,000 Euros which are granted for the period of one year plus two extra months for managing tasks related to concluding of the contract. The seed money will co-finance up to 85% of the total budget.
The submission deadline for applications to the Seed Money Secretariat is the 30th October 2015. However, the recommended deadline for the submission to Policy Area or Horizontal Action Coordinators to provide strategic assessment is the 30th September 2015. Beforehand, the Seed Money Facility offers face-to-face consultations and support to potential applicants during consultation days from 25th to 26th August 2015 in Riga (Latvia) and at 8th September 2015 in Berlin (Germany).
The decision in the 4rd and last application round will be taken by the Seed Money Committee in January 2016.
